This is the flag of the GAOCP
The Green Army Of Club Penguin (also known as the GAOCP) was formed on March 25th, 2012, by Cherrypepsi9.
This statement was taken from this page. presumably from someone who was in the Green Army Of Club Penguin: "We won't fight wars yet because the GAOCP site isn't even complete yet. We currently have 4 of many armies that we want to be one of our allies."
This army is presumed dead. Whether it died at launch or later down the line is unknown as of right now.
